Foreign Office, November 4, 1913. I AM directed by Secretary Sir E. Grey to transmit to you herewith, to be laid before the Secretary of State for India, copy of a memorandum communicated by the Netherlands Minister,* in which is embodied a proposal to conclude a convention between opium-producing and opium-importing countries, to limit the traffic exclusively to the Governments of the countries concerned, the convention to bear upon a limited area, as, for example, Southern and Eastern Asia.

I am to request that the Marquess of Crewe may be moved to favour Sir E. Grey with his observations on the proposal.
